This is a known issue of some cheaper powerbanks, that you can check by yourself. Plug powerbank in and after a while, you will notice that not only the Dominator but also the powerbank itself did shut off. (As powerbanks are designated for cellphones, all of them are switching off, when the phone has the battery full and needs less and less of energy, but some Powerbanks here are switcing off even when the phone is not fully charged!)

You are useing Powerbank of poor quality. As our device are low on consumption Powerbank thinks that eg. mobile phone is full and powers off.....
